first check to make sure the rabbit does not have mites. They are very small so you might want to use a magnifying glass. They are tiny black specks that will be moving. If he/she has mites buy a mite spray and follow directions carefully. Clean cage in hot water and bleach and rinse well. Discard any wooden toys or anything you cannot wash.
If mites are not the problem it could be an allergic reaction to the bedding you are using. Cedar and chlorophyl and lemon bedding are not good for small animals and should not be used. Try switching to a recycled paper bedding sold in pet stores, "carefresh" is one brand. Also aspen type bedding is excellent! Do NOT use Pine bedding either!
I hope this helps, If it's an allergic reaction to the bedding you should notice an improvement in a week or so with the new aspen or paper bedding. I used to manage a "Petland".

Possible mange. Take the rabbit to a veterinarian, and ask if thinks a check for mange appropriate, or what is wrong.

Sounds like it might be mites however it would be in your best interest to bring it to a vet to make sure. http://www.rabbit.org
