D Hayes' link (http://local.wnep.com/weather/ewarn/gateways.htm ) sounds great, if you know the carrier. If not there are two solutions. First, you can use http://www.fonefinder.net/ to find the carrier -- *assuming* the person has not ported his number. Perhaps a better solution is to send it to @teleflip.com, which will automatically route it to the SMS system. See http://www.teleflip.com/teleflip/index.jsp
