Liquid Eyeliner is more dramatic, and causes less raccoon eyes and smudging. You need a very steady hand, and precision is a must. It's not for those who like a smoky eye, b/c like someone above mentioned, you cannot blend. You also cannot use a liquid eyeliner to line your lower eyes... It looks tooo Tammy Faye... and NO ONE wants to look like her... I doubt she even wants to look like her...
Pencil Eyeliner is more sublte, and easier to apply, but it smudges and wears off easily. You can use it to line both the top and bottom eye. I don't recommend using an automatic eyeliner, b/c I noticed that it wears off quicker and runs faster... maybe it's just me...
You apply them differently too. With a liquid eyeliner, you close your eyes halfway, like you're bored, and support your elbow on a surface for extra leverage. You need to make one clean smooth line, you should also pull away at the end of the eye to create a little tail.
With a pencil eyeliner, you have to pull your eyelid tight, and kind of scrub it into your lash line, and then you sharpen the pencil and create a smooth line after.... Also you should soften the tip of the pencil by holding it in between your fingers to warm it up, and also shape the tip of the pencil into a point... if you can...

Regular, pencil eyeliner can be smudged to create a softer effect. Liquid liner is made to be more clean and precise and not to smudge.

I dont really like how liquid looks. It looks so heavy and solid, plus it is messy. Another way to use regular eyeliner? Hmm..not really besides the obivious. I like the subtle look of solid.

Liquid gives you a bolder look than say a pencil would, and since it is liquid it will most likely come with a brush so you would have to use a stroking motion to brush it on.
Also, you can't blend liquid liner like you can pencil liner.

i think the liquid is so much better because you can get it darker, thicker, thinner, and more precise

LIQUED EYELINER SCARES ME IT IS REALLY RUNNY AND U HAVE 2 BE A PRO 2 APPLY IT IT IS SOOO EASY TO SCREW UP WHO CARES ABOUT LIQUED PLEASE JUST USE A PENCIL
