F8 > safe mode, then do a system restore.

or

Insert the XP CD and, reboot, and press any key to boot from CD.

If you have XP retail version follow the steps for a new install.
It will find the previous version of xp and ask if you want to fix it, press R.

If you have a OEM cd insert that disk reboot and look for a option that is labeled something like safe recovery, that doesn't destroy your personal files.

If this is not available just totally restore the system you'll loose files, but it will be back up again.

Take your Windows XP installation disc and use the "repair console" on it. You probably have corrupt operating system files that need to be fixed. The repair console will guide you through the repair process. After you repair the files, run AVG Anti-virus, Spy-bot Search and Destroy, and Ad-Aware in "safe mode" after you run them in the regular Windows. These 3 programs are free downloads. Make sure that you update them before you run them.

see if you can get in safe mode
when you hit the power button when it starts to power up immeaditly start pressing escape or f8 or f10 or sometimes delete
i say this cuz all computers are alittle different but most time f8 is the norm for most
if you can power it up in safe mode then all is not lost

there should be something to get it to stop loading before it loads all the way where you can then boot it into safe mode where you can load it then figure out what is wrong with it, if that doesn't work then just take it in

It depends on how long you have had this computer. You may need to simply charge the battery pack. Or you may need a new battery. I would try to charge and see if the battery is good. I would also try to adjust the brightness on your screen becuase sometimes it gets adjusted.
