This guy is very weird and stares at her , and gets mad when other people talk to her. Her boyfriend has noticed this and he doesn't even work w/ us ....she won't put a stop it and what's worse , I think she encourages the guy by joking around with him and having telephone conversations with him outside of work . should I get involved or just give her advice?

No stay out of it, because she's not gonna listen, she likes that tis is going on and someone is gonna get hurt. So u should steer clear because if u say something she may think u like her too,
She likes the attention and she's a damn fool because that kind of attention is not good. She doesn't care about anyone but the person she looks in the mirror too, she's a trouble maker.
Now that I think about it it may be ok to give her advice

May be be a true witness for her, and ask him directly what's going on, you never know what will happen at the end.
