Because the truth is coming out & he knows he was mislead & misguided, basically used and is now a scapegoat...He knows he's screwed & won't say anything to put attention where it really belongs...Congress, Senate & all the advisors who have lied to make all this happen...

What do mean by "keep his tail tuck in all the time"? this isn't a misspelling, this is a grammar issue yet again. Anywhoooo, do you ask this because he doesn't kow tow to polls? That he doesn't change his policy when the wind changes direction? I know that the previous President changed his policy everytime CNN (Clinton News Network) took a poll. Polls mean nothing my dear, I could take a poll and it would come out 100 percent in favor of GW. You need to start to aks more intelligent original questions my dear. You are beginning to sound like an 8 track tape.

Not sure what you mean by "tails tuck in all the time". I would say because President Bush is a humble guy. When things are going his way, he smiles and gives credit to the people who make things happen. When things are not going his way, he doesn't lash out and blame others. He just sits back and lets the winds blow, it doesn't phase him.
