Depends how big the turtle and how big the tank, and what type of turtle. I have red eared sliders each in there own 30 gallon aquariums. One I have had about 27 years. It seems if you let the water get dirty the biggest problem is eye disease. If it is real bad they get sluggish and don't eat. I have used a couple of different types of canister filters with an outer layer that traps the big pieces and an inner area that consists of a mix of charcoal and a acid absorbing material. The turtles will produce a lot of urine that is acidic, the filters don't remove the acid very well, but it takes a lot to make the turtle sick. I also keep the water temp about 86 degrees.
With a filter system like this you only need to change the filter components when the water pump starts to get slow and the water starts to get dirty. You can remove some of the water, but it is not necessary most of the time.
Some filter systems don't do as well as others, and a turtle is a messy creature. You need something that pumps about 300 gallons an hour give or take 50 gallons for a full grown slider in a 30 gallon tank.

It all depends on the size of your turtle and size of your tank. I have over 15 tanks and I do partial water changes.
For example:
10-20G tanks with AC power filter, with one hatchling turtle requires weekly 33% water change. I vacuum (syphon) the tank each week. I clean the filter once every three weeks and change 50% of the water.
50-75G tanks with a fluval 404 canister filter, I do 33-40% water change every 2 weeks. I vacuum every week. Every 6-8 weeks, i clean the filter and change 60-70% of the water.
100-200G tanks with two-three canister filters, is the same as the 50-75G tanks

i got 5 ponds and water is continiually going in at a slow rate,and also overflowing in to the garden
there are waterplants ,duckweed and fish as well as turtle ans a baby aligator
this water is full of organic life and it never gets changed ,
just new is added

in between turtles (j/k) turtles poop a lot... it's a chore keeping after them... but you must or they will live in filth... if you can get into the habit of cleaning up after them every time they poop their water that's good... otherwise at the very least once a week...
