the part looks like a 1 ft. 3" pipe with a black motor looking part at one end with electricity to it and has water tubing running to it as well. It is capped on bothe ends and looks as though it was supposed to have some type of tube connected in the corner of one of the caps. the box with electricity to it is only about 3" by 2". no markings on any of it and we can not figure out what it does but it has water pouring out of spot that looks like the tube shoot be there since we put water in the hot tub.

Well, the circulating pumps on spas tend to be fairly large, and hard to miss, hehehehe.... this sounds more like the chamber used to house the heating element. The hole could be where a thermoswitch is supposed to go. Another possibility, is a UV purifier.

If the missing "tube" appears to be really small.... say a line about 1/4"... then this could be an air switch or mix chamber for the jets...

Just from what youve described tho, I suspect its the heating element chamber.

Sounds like it's the recirculating pump. Post a picture of it so we can see.
