The second answer is the most accurate so far, but let me add a little to it if I may:
You should always begin seeing a gynecologist if you have become sexually active, for the reasons stated. In addition, you should see a gynecologist or clinic for testing if you are planning on changing your sexual relationship - for example, you divorced and are planning to become sexually active again.
If you were an early onset menstruation - you started between 10 and 12 - you should begin seeing a gynecologist about age 16 for pap smears.
If you have a family history of cancer, you may also wish to begin pap smears a bit early as well as mammograms.
Smokers are at a higher risk for some cancers, including cervical cancer, and so should be meticulous about getting yearly exams.
An important thing to ask your OB/GYN about if you have been sexually active is testing for HPV - Human Papilloma Virus, which has been linked to some forms of cervical cancer.
The best thing I ever overheard about gynecologist visits was my mother telling my 22 year old unmarried aunt "Cancer doesn't care if you're a virgin - you need to go get pap smears because there's a history of cancer in the family." That's the bottom line and pretty much sums it up.

Krystal and Fed Up are right. It is very important to see a GYN if you are sexually active, regarless if you are having safe sex or not. Cervical cancer is caused one result of a virus called HPV which is also the virus that causes genital warts. 1 in 4 women contract this virus. While it is not mandatory, going for an anual physical and breast exam are always recommended. If you are not sexually active, a good time to start seeing a GYN is by the age of 18. As soon as you are having sex, you need to be seeing a GYN regularly and discuss birth control options.
It can be a little embarassing at first, but remember, the doctors see women every day a hundred times a day. They see everything anyone could have ever come in with. Do not be afraid to discuss any questions you may have with your doctor. I was so nervous the first time I went, I had my best friend go with me. You will get used to it and if you are more comfortable, find a female GYN if you dont like the idea of a male dr.

once you are sexually active or over the age of 18 it is highly recommended that you go to the gynecologist. if you are sexually active you could catch an STD that doesnt have any symptoms and it will get worse and worse and you wont even know. STDs dont go away without treatment. also they check for any cancerous cells, you really need to get checked once a year so that they can catch any problems early before they get too severe to treat.

yes. There are all kind of infections ( some with no symtoms ) and there are deseases and cancer........ very important to be checked atleast once a year. Ovarian cancer can come at anytime, no symtoms until you're close to death. Veryyyyyyyyyyy important to go. Plus you get the chance to ask any questions that u might have. That's always a plus.

Once you start having sex (even teens) you should go to get a papsmear done. If you are not having any female problems or sex then there is no reason to go.

You don't HAVE to go to them. most women want to find out if they have any kinds of cancer or want to keep themselves from getting diseases or because they want some form of contraception.
I guess people go because they care about their body.
