Only federal and state agencies to which you owe money can certify a debt to Financial Management Services (FMS), the agency within Treasury that handles the Treasury Offset Program (TOP). The IRS might be able to tell you if there is an FMS TOP indicator on your account, but FMS does not tell the IRS who has certified a debt.
