Of course it needs to make reforms.
All political/social organizations should do an internal review of their policies/practices on a regular basis and be open to both internal and external ideas about change and policy enforcement.
The U.N. Council on Human Rights needs to become more active, and it should never be led by a nation whose recent/current human rights record is in global disrepair (Libya, North Korea, Iran, etc.).
The U.N. needs to live up to its Universal Declaration of Human Rights (openly condemning slavery, human trafficking, censorship, forced famine, and other conditions forced pn communities in its member states).
I realize that certain changes are already in the works, but according to one source (listed below):
On March 15 th 2006, the General Assembly of the United Nations approved, 170 to 4 votes against (US, Israel, Marshall Islands and Palau) and 3 abstentions ( Belarus, Iran and Venezuela), the draft resolution A/60/L.48 creating the Human Rights Council.
The newly born Council, which is meeting in Geneva on June 19 th, is being constituted to replace the Human Rights Commission, for which reform has been long overdue.
The agreement on the constitution of a new UN organism for the promotion of human rights comes with the opposition of UN’s major contributor, the US, who voted against the establishment of the Council.
To use the expression of US Ambassador to the UN John Bolton, the reform of the Human Rights Commission should have seen the birth of a butterfly but, instead, the process produced a “caterpillar in lipstick.”

The U.N is corrupt and void of any morals. Too many U.S. dollars go to it only to empower smaller nation to speak up against us. France and Russia used it to delay the U.S. war against Iraq while profiting in the oil for food program. It has placed Iran, N. Korea, and Libya on the Human Rights council, just so they could say how bad the U.S. is in human right issues. They gave Israel their land and don't know what to do now. If it was a mistake it was their mistake, but their indecision and half hearted support has elevated a bad situation. They are useless and ineffectual. They do not need reform we need to stop paying them.

When Cuba is selected to monitor Human Rights there is a problem. When UN soldiers rape Congolese women and children there is a problem
When the Oil for food farce is proven to be one there is a problem.
When Hungry Haitians sack a UN Warehouse full of food there is a problem. The UN had the food and would not distribute it.
I say abolish the UN, but I understand that I am a distinct minority.

Yes, the whole thing is a perversion of the original intent. The food for oil scandal, the sex for food scandal, Kofi Annan, inability or refusal to take any action of significance in many trouble spots, human rights abusers on the human rights commission.....it goes on and on and on.
