The people of Carthage of which Hannibal was one were descended from the Phoenicians. The Phoenicians came from modern day Lebanon. They were great sailors and colonized in the Mediterranean area. Hannibal looked Middle eastern and had the complexion of a Syrian or Lebanese person.
Cleo was descended from Greeks who conquered Egypt and established themselves as the ruling class. She was Caucasian just as Hannibal was Caucasian but was most likely lighter in complexion then Hannibal. She was Greek or of Greek ancestry.

The Phoenicians or Punic (Phoenicians of the Western Mediterranean) and Hannibal were probably Semitic -- neither white nor black.
The long and controversial origin of the Phoenicians, the Punic or Hannibal do not have their origin in Europe or in Africa. They were neither European nor where they black Africans. Their origin is unknown & classified as Semitic.
However, the major divisions of Hannibal's armies were black Africans, along other ethnic groups.

Cleopatra was from Macedonia, not White, not Black.

Cleopatra was a Ptolemy which was a ruling Egyptian house of greek descent so she likely had dark hair, dark eyes and an olive skin tone.

Hannibal was born in Carthage which in the modern world is near Tunis, the capital of Tunisia, which is on the Mediterrean Sea between Algeria and Libya. He would likely have looked like other North African peoples with dark olive skin, dark hair and eyes.

Celopatra was Eygptian--therefore she was Middle-Eastern in complexion.

I'm pretty sure Hannibal was European, so he would've been white.
