I usually think they are lying.

I really dont think much about because it could mean alot of different things they could be shy, the could be lying, the could be nervous, they could be insecure they could be thinking of something elce, they may not want to discuss that issue,they could have a medical problemsuch as adhd,add,epileptic they could be on medications, they could also have been taught not to have direct eye contact.
Some people out there believe the eyes are the window to a persons soul . So they avoid eye contact.
So instead of judging why they are not making eye contact ...I think of what they are showing intrest in and go with that!

If it's a man making eye contact with a woman, although rare in the U.S., it may be a sign of modesty. For the most part though, eye contact is a sign of honesty, so the absense of eye contact might be the opposite or simple shyness.

People do this to me in college all the time. People that do not make eye contact with you are rude. In class during group discussion I am not even looked at when I speak. Usually people do not make eye contact if they do not like you, are intimidated, bored, shy, or want to show you disrespect on purpose. In my case it could be all of the above. Last week I had to be interviewed in front of a committee and the doctors looked at the walls or at their watch. I find that to be incredibly rude especially since they are doctors and they should know better. If you see people make eye contact with others and not you, it's because they do not like you and want to show their disrespect on purpose.

I do not pre judge people because you might be wrong. For example, Native Americans, and some Asian groups it is considered rude and disrespectful to make eye contact especially with elders.

I think that they either aren't confident, are intimidated, or have something to hide.

I really don't care when strangers don't look me in the eye, but if a person I'm having a conversation with looks down whilst talking, I start to become suspicious.

I personally don't think anything.

I feel very uncomfortable making continual eye contact with a person. It's my personality. So when people won't look at me, I don't think anything of it.

You just need to learn to accept that not every one feels comfortable staring at you.

That they have no interest in what I'm saying, they are shy, or if they are my incredible absent minded friend of mine who knows exactly what your talking about and isn't trying to be rude but has the attention span of a three-year old

First, if they are not just listening and really concentrating on what you are saying then they are shy,or they are either uninterested and rude, or they think they are so above you-its how you can tell how a person feels about you.
