From December 21 until june 21 it rises about 30 seconds to a minute earlier every day, then starts getting later after June 21. That is regardless of time zone.

Since the Earth rotates around the sun, the time the sun rises is different everyday. No matter where you are.
You might want to ask "in relation to it rising at a ceratain time in another time zone."
