No, it is rude and also untrue. Beauty is in the eye of the beholder. Just because you find the baby ugly, does not make it so. Also, keep in mind that the most unattractive people often grow up to be among the most beautiful.
Why people insist in judging the wrapping instead of seeing what is inside, I will never understand. It is what the person is like that determines beauty or ugliness...not how they look.

Yes ! I do it all the time. Women are so guilty of walking up to anyone that has a baby, wiggling there butts and saying " ooooh it is sooooo cuteeeeee "
All babies look like fat grub worms and they smell of poop and sour milk. When someone sticks a baby in my face to admire, I always tell the truth " Whoa that is an ugly child ! "

my wife drank a bit too much and said about a bahy "man, that's an ugly baby" just a bit too loud a couple of weeks ago. Not to the mom's face, but she heard and I was mortified.

Never. Even if there were the slim chance that it were true, that is entirely too rude. That is awful to do to a parent, who I'm sure thinks their child is beautiful in every way no matter what.
