If you feel the same talk to him and tell him you'll go out with him
If you dont feel the same
dont torture the guy and make him wait for a no answer
just tell him that you dont feel the same way he feels about you

you need to be very careful. Odds are that he is a pervert. I don't know how to be safe in this situation. You are taking a big chance.Meet him in a public place and take another person( preferable Male) with you if you really want to chance it. I advise against it.
