When playing on yahoo games, if i am or become the host of the table, i set the table to "Private", and after it has been his turn for three minutes (if the opponent hasn't returned) an option will pop up to force forfeit your opponent.

Depends on the on-line game ... look for a resign option.

It is pretty bad form for folk to just bale from an online game.
