Sandy is a squirrel so she can not breath underwater because her lungs do not allow it. Where as Mermaidman and Barnacle boy are superhero's and have powers, so they have a super power which allows them to breath underwater. A.K.A.- They have the power of a human with gills

Where as Mermaidman and Barnacle boy are only part human.

Because Sandy is a land creature from Texas and Mermaid man and barnacle boy have super hero powers, well sort of.
But why is Pearl the whale is the same size as her dad Mr. krabs and all the other sea creature and she's a whale? and why don't Plankton just buy a krabby patty instead of stealing one so he can examined the secret recipe.
I guess it's the same reason why the Coyote keeps chasing the road runner and buying the faulty Acme products instead of using his money to buy real food.
