The easiest and most efficient method, is to apply another subfloor over the existing linoleum but pay strict attention to the flooring company's specs for nail spacing and subfloor thickness, any species of wood plywood required to insure you get the full warranty on the new flooring. The retailer will give you the specifications from the manufacturer for free, or you can go online and print it off there website. If you fail to follow these specs, I can pretty much insure you that you will void the warranty. The other very important piece of info is that you use the proper glue because there are certain poor quality glues that will bleed through the new floor and cause very nasty stains that will never be able to be removed. Yes I've seen it done several times before, I install ceramic tile for a living, but I will no recommend it to anyone to do it. It would be best to bust your hump tearing out your old sheet vinyl and then laying the new sheet vinyl or square vinyl on your floor. The problem with sticking to your pre-existing floor, is that if your existing floor has any air pockets or is coming up at the corners or has other inperfections, they will appear on your new floor or will cause your new floor not to sick properly. Don't bother trying to pull up the old stuff if it's glued down... just get some decent luan, and lay over it. As suggested by another answer here... get the necessary specs on what kind of material you need under the new vinyl.
Start off by removing any existing trim around the floor of the room, furniture, etc.... even closet doors, if there are any.
Most of the time, you can simply use an 1/8th" to 1/4" luan sheeting as the necessary surface. And my suggestion is use screws... not nails.... nails back out... screws don't, hehehe. And, rather than gluing the new floor down... you can staple around the perimeter with a small staple gun (air powered)... place the staples along the edge, and a quarter-round piece of trim will cover them just fine.
If you run some Kraft paper around the edge of the room, taping it together wherever it overlaps, you can use this as a cutting guide to get a rough cut on the new vinyl. Kraft paper looks like the paper that is used for paper bags.... but its on a roll. You can use plastic too, if you can't find the Kraft paper. The handy thing with Kraft paper, is that you can write notes on it, as you go around the room... hehehe.
I throw down a big sheet of plastic outside... pinning it to the ground, and unroll my new vinyl out there, in the sun, on top of it. Then I take whatever Ive used to create an outline of the room, the floor is going in, and lay it down on top of the vinyl. Line up the pattern of the vinyl with the room pattern cutout, however I want it to run... and then cut out around the pattern, about 2" all the way around it.
Pull the pattern off, roll up the new vinyl, and you're ready to carry it inside and lay it. (Take time to make CERTAIN the floor is CLEAN.... any little chips of wood, mud, dirt, etc... will show up as a hump in the vinyl... so take time to sweep it out really really well)
I usually let my vinyl sit overnight, before tacking it down.... give it time to lay flat.... often, Ive found it necessary to trim another 1/4" off, after doing this. This helps prevent buckling later.
Some handy tools are a sharp utility knife, a wide putty knife, or small L-Square, and an air compressor with a staple gun, and trim nail gun. A miter saw is handy for cutting the trim too.

It's strange to say the least. I worked for a company that used asbestos for many years, without resperation devices. We lived with things like asbestos, lead paint, etc for many years. Now people don't even want to talk about it. Yes they can be dangerous but, for Pete's sake there are parameters that can be used. Your walking on the floor not eating it. Clean it up, use a good sealer from Home Depot to help the glue or peel and stick, stick better, and cover it.

Yes you can lay over old. We have done so twice. If you have a raised pattern on the vinyl you are covering you might need to smooth it out with a fill otherwise the pattern will show thru when walked on a bunch. Our pattern shows thru in spots when the top vinyl needs mopping.
