Well, if you really like them, and aren't just lusting after them, build a friendship. It'd be a shame to miss out on a friendship just because he's not available for dating at the time. But you've got to really be ok with just being friends.
And then... if it doesn't work out with the other person, maybe it can be more. But even if that opportunity doesn't arise, you've made a good friend.
