Remove the carpet. The mildew is probably from the underneath side and it's just going to keep stinking. Get rid of the carpet and find the source of the moisture before getting any new carpet.

Try a product called Nature's Miracle. You can find it at a large pet store. It is a natural enzyme and it works great. It is a liquid and I don't follow the directions. I put it on full strength and saturate the carpet all the way through the padding. Cover the carpet with a plastic dropcloth and try to keep it moist for a couple of days. I know it sounds strange, but the enzyme actually breaks down the mildew and "eats" it. There is a smell while it is breaking it down, but once it is gone it's gone for good. Put the stuff on every inch of the carpeting.

You can try carpet refreshers that you sprinkle on and then vacuum, baking soda can do the same thing. Sometimes the mildew is caused because the carpet was cleaned and left too wet in humid weather....hence, the odor. If you have cleaned it and tried the refreshers, you may just have to pull it all up and replace it. I had this problem in the last house we lived in. The people before me had over shampooed the carpet. We finally had to give in and replace the thing. If the padding has mildewed too, you won't get it out. And all that mold and mildew can cause problems with allergies. Good Luck!

in first place you need find out where is the cause of the humidity and then fix first this malfunction because if you don't fix it the problem start again if you replace the old carpet with the new one and you got the problem again , after that you fix the main problem (source of humidity..) you can wash the carpet with some carpet washer, dry with a hair dryer (probably you get some fungi in the carpet...) and then scatter some baking soda around the place with odor leave for 24 hours and then you can use the vacuum cleaner (in supermarket you can find some deodorant for carpets and scatter again for a fresh odor )

Arm and Hammer carpet freshner the kind you vacuum in the carpet get the kind for pet odors let it sit in the carpet for days adding more everyday by the time the contents are gone if the smell is still there get new carpets.

Have a carpet cleaning professional clean it for you. They usually charge a fair amount for a whole house, depending where you live. First Ask him if replacing it is not necessary. You'll save some money if it can be cleaned.

go to a carpet dealer/shop they have remnants area and you can buy cheap ones there
