Speedometers these days are controlled by an electronic device called a speed sensor. It goes into the transmission where the speedometer cable used to go. Chances are, this is what's wrong. If not, it's in the speedometer head. A technician with a scan tool can easily check this.

I dunno, but if you get pulled over for speeding the cop will let you go. (maybe, worked for me 3 times.) lol
