Not if you want to keep it for any lengh of time. Concrete would be much better or something like fiberglass or plain old rock. Plaster will absorb lots of water and then finally begin breaking down and will go away.

Pre made/formed waterfalls can be found.
The substance of plaster isn't designed for your intended application.

I think you may want to use concrete on chicken wire base as plaster will discinigrate in time. I'm really not sure; call a mason and ask.

I use to run a lawn and garden center and the best way is to use pond liner with stones or river rocks on top to naturalize it. It's also not very expensive if you get it by the foot at Lowes or Home Depot.

No,I would go for using several flat rocks.It looks more natural and will take a zillion years to wash away.
