Sure, before, during and after a rain all good times to plant. But, do water after it planted and not depend on the ground water to do it for you.

It would be ok but would be much better to wait till it dried out a bit. It won't hurt the rose but will be awful messy when you could just wait a day or so and get it in a lot easier with less mess.

You should be ok. Use a soil additive like root stimulator or b-1 when you plant them. these help promote healthy roots which mean a beautiful rose bush!

Actually it is a very good time to plant as the soil will pack down and you won't have to water right away.

not as long as you leave the top portion of the rootball just above ground so as not to choke it out.
