Dedicate your whole day to him/her. Spend it with them and spend as little money as possible. Go to the beach and build a sandcastle; take him/her to a hands-on science center or museum. Have a picnic in a wooded area. Go camping. Star-gaze. You get the idea. If time is too much of an investment than just give him /her $200 in cash rolled up in a wad of happiness that they'll remember 20 years from now!

It depends on if the 12 year old is male or female and what their interests are.

Things that both boys and girls that age like would be:
- PS2 with a game or two
- Ipod and gift certificate to download some songs from ITunes
- A motorized scooter
- Cell phone (with pre-paid minutes only or you could go broke)
- Digital camera
- A video camera (not many, but a few in that range at Overstock.com)

My 12 year boy would like the following, but it would depend on a person's interests.
- A parasail ride
- A 2 1/2 hr Shipwreck boat tour in a glass bottomed boat (but is a bummer if it is cancelled due to bad weather).
- A rad skateboard and skateboarder shoes
- A birthday party at a ballpark where they annouce his his name and birthday and have it flash in lights on the scoreboard during the game.

An idea for a 12 year old girl that I read of in a magazine (can't remember which one though) is to have a "Diva" theme party and hire a limo and take the girls someplace to get makeup applied (Ulta is very accomodating with this if you request this in advance), let each of the girls pick out bottle of nail polish ($6 each) then they go home, do each others nails and dress up and someone video tapes them like they are movie stars for the party.

You could pick up some old prom gowns in advance at garage sales or thrift shops, or post a want for old prom dresses at Freecycle in your area (check out Yahoo groups) and some people would give you their old prom dresses, or just have them bring something they own with them that is dressy.

I do think the best idea so far that has been submitted, is the gift of time and doing something that will create a wonderful memory that will last a lifetime, which will mean more to them in the long run that an expensive gift. If I had the $200 to spend, I would use it to finance creating that memory.

$200 for a 12 year old? Why stop there? Better make it $500, otherwise he or she will think you are cheap.
