Not just in Linux but the kernel is the base operating code which is just sophisticated software.

More than you ever wanted to know about OS kernels, http://en.wikipedia.org/wiki/Kernel_%28computer_science%29 it is a part of any modern operating system. But as the article points out, you don't necessarily need a kernel for the computer to function, the kernel adds a layer of support and I would say it is needed.
