Learn C and Assembler. Then study existing code
like linux to learn they types of things you need to consider. Once you have done that, you can start designing the system on paper in pseudo code. From there you can start the actual coding.
Don't expect to finish it in less than about 10 years.

Start by hiring a couple hundred $150,000 a year programmers to develop the code. Put them up in a 2 million dollar building. Supply them with desk, chairs, office supplies, computers, lights, heat, water, etc for about 4-5 years. Release a beta version (which you will have to do for free, as nobody wants to run a beta). Spend two more years correcting and updating. Advertise, so that people know your system is coming. Spend more money bribing other companies to develop games, programs, utilities, etc. for you OS (useless if there are no programs for it). Give it for free to PC manufacturers to install on PCs instead of Windows. Nobody will go out and buy it, as they already have an OS on their PC. And if, after all that, you are still in business, you might get 5-10% of the market like Apple OS or Linex.

Maybe this is why nobody is out there developing their own OS today.

(But feel free to prove me wrong...)

Try these sites, they give you info on how to build your own linux distribution:

http://librenix.com/?inode=96
, I doubt writing a OS from scratch would be a viable option, but you could try these sites, good luck
