Very very carefully. If he/she is doing nothing illegal then you need to make some serious choices. Can you transfer to another department? Can you get another job? Obviously, his boss thinks he's good at what he's doing. Just because he's not pleasant to you doesn't mean he's not a valuable member of the company. Don't complain to anyone, but keep notes of times, places and what he does/says. Then if anything illegal does happen, you can go to personnel and tell them about it with all of the back-up. But unless he really blows it in your presence, you'll just have to learn to live with it or leave.

Call his regional supervisor and report his behavior. If that doesn't work then call the whistle blower employee toll-free number at the company's headquarters and report his behavior and the action his supervisor took when you first reported the incidents.
