but the picture is taking up to much memory, so I'm not allowed to down load my picture., how can I adjust the picture to lower the memory so I'm capable of down loading my picture?

Down loading from where? How big of a file? or are you trying to up load (pic on your computer uploaded to the internet?) If the Pic is on your computer you can use a program from ShowYourPhotos.com. hope it helps

I don't see how that's possible Unless you've got only 128mb card...but still you've got virtual memory (file swap) that should make up for what your memory card doesn't have...and NO, you can't change the format of a picture you're downloading off the Internet until it's downloaded and on your computer...

your pc spec is very poor if you can't get a picture to down load check your harddrive isn't packed
