The guy who helps us with the horses ( a true horse whisperer) told me that a horse is ready for the bit and hackamore when it licks its lips, which is a sign of submission. Can this be true of cats, too. My queen licks her lips every time she catches my eyes. Can this be the same in animals so different?

Its possible. Cats are quirky though, some may follow the laws of the equine and others may not. A sure fire way to know is if she's doinging the slow blink. That's supposed to mean she trusts you.

No, all animals are differnt and lick their lips for different reasons.

Cats lick their lips constantly as they spend a good percentage of their lives cleaning themselves with their tongues.

Similarly, a lot of animals breathe sweat through their tongues, hence saliva, ie dogs.

Humans lick their lips when they are nervious or if there lips are dry.

For the record a cat is NEVER submissive!!

When a horse licks and chews he is thinking. Does not mean he is ready for a bit just that he is thinking and trying to process the information you have given him at the time.
As far as cats they are a predator and horses are the opsitie they are they prey.
Cats could lick for a number of reasons but I do not believe submission is one of them

I used to train dogs for a living, and the same is true of them. It can be a subtle hint of submission or it can be pure coincidence. Being the owner (or being owned BY) of over a dozen cats in my life, I cannot say that they are ever predictable. Cats are in a class all their own. Usually when they lick their lips they are grooming or sleepy.
Neat observation, but I don't think it applies to cats.

I don't know about the horses... [I'm an animal whisperer, but haven't had much experience with horses.] Cats, however -- mine have only licked their lips when they are hungry & catch my eyes. Maybe it's not true of your cats -- don't know.

I highly doubt that they would lick their lips for the same reason.
I mean to understand why an animal does what it does it's important to understand what it was made to do. A cat is a loner, a hunter, never a prey. so according to my experience a cat would be licking their lips either in anticapation of eating or in self cleaning.

I'm not sure my cats only lick their lips after eating or yawning.
