It's a brand new tank, brand new rocks and I've only had one fish living in it. It's a betta and he's never eatten anything but betta food while I've had him. Where could these plants be coming from?

Probably got introduced when you put your fish in there.
The water when you purchased the fish apparently had some starters in with it.

If you don't want them them just pull 'em out and go with the artificial greenery.

It is possible that the fish food may have been contaminated with plant seed. If the tank is open on the top it and near a window it could be that small plants seeds may have been blown in by the wind. This might be happening especially if you are near the coast or nearby nature park with a large water reserve. It is just a thought.

It is probably a form of algae. Quite common in new tanks. Still a bit hard to mistake for a true aquatic plant. Try redducing light and feeding if the algae stays

It could be algae. You can have a algae eater in the tank with a Betta. Be sure and keep your aquarium out of direct sunlight too. Good luck

As mentioned they most likely came with the fish. Are these little leaf looking things floating on top of the water???? If, so, it is "Duck Weed" it OK, but, will take over if not scooped out now and then. Also, it stick to the glass as the water level drops.
