I've never had a little brother, but I've babysat a lot of annoying brats. You can't hit him, so what it's always better to freak them out. Tell him a totally made up story like... Say that there's a story to your house, and then say something like nah you don't want to hear this. You know just to get him hooked, and then say that the story goes that there was once a little boy who lived here and he had a sister just like you and me, and he always annoyed his sister. Then one day the sister had just about as much as she could stand, and she went completely nuts and no one ever saw her again....that was until little tommy turner( and then you could kind a pause, and he might say who's Tommy Turner? And you can say oh, you mean you don't know?, and then continue.) Tommy Turner was a little boy, actually he was about your age. Anyways he was annoying his babysitter when all of a sudden this girl just came up from behind and took him. No one ever saw him again, and some people say there was a thud just before she took him. They say it was the ghost of the crazy sister. ( and then accidently push something onto the floor to make a thud, but don't let him see you do it.) This always worked for me...though I put a lot more detail and time into it. it also depends on how old your brother is. But you should try something like this

act like he doesn't exist...but that is mean
he really wants your attention. I am 37 my brother is 29. He drove me nuts for years and now we are best friends and buy a vacation home together. I would never have thought that would happen when I was 17 and he was 11!!!
Be nice to him, as much as you possible can. When he is being annoying tell him what he is doing wrong and why you don't like it. Also when he isn't being annoying give him lots of praise. Tell him what he is doing right and how much you like him and that you are glad he is your brother. TRUST ME...I taught special education for 10 years, this works. He will recognize when he is being a fool...because he will see he isn't getting your attention and praise.
RIght now he is looking for negative attention, because it may be the only attention he is getting.

Go to another room in your house, if you can. Also, sometimes brothers like to be the other brother because he likes him, and can learn from him.
Don't be too annoyed. If you're the older brother, enjoy your younger brother, teach and take care of him. Soon the two of you will be old enough to have your own house.
Keep these memories close to your heart - they don't last forever!

Turn his lock inside out on his room door,,, when he goes in his room he more than likely want notice it (my brother didn't) then you lock him in there. When he realizes he can't get out, tell him that's what your gonna do to him everyday as long as he bugs you. Let him stay in there a while after that,,, that should work for just about a month or two!!

Nothing to do but grin and bear it, girl. Believe me, I have a brother too, when we were kids we aggravated the hell out of each other. You just have to love him, even when it's hard.
Good luck, girl. If he gets completely out of hand give 'im a good slap in the face but never overdo it. It's just sibling drama, I dealt with it too.

Just do what I do take it far to where your acting like your going to hit him but don't just scare him. If it helps pretend your throwing somthing directly at him but miss him by a couple of inches.

Write down what is bothering you about him when you are not upset and ask him to do the same and then take both lists and talk with your parent/guardian about what to do. Violence never solves anything

Find a hobby that he really enjoys. Give him part of it to keep him busy.Example: some cheap paint brushes to paint a picture or some markers.

just try to ignore him or don't do anything with him and when ur doing something, just try to catch him in the act of doing something bad.
