If memory serves me, it's just a wire clip that's attached to a float bowl screw. It's a simple piece of 1mm wire. Sometimes the clip breaks or people just forget to put it back on after taking the carbs apart. You can either let the cable hang or make a new clip.
Lets see if I can describe what it looks like. The beginning of the wire is point A. Bend the wire in a circle the size of a float bowl screw. With the circle of wire flat on the table, when you finish the circle at point A, bend the wire so it points straight up. Then make a u-turn and bend it down towards the circle.
That's what the clip looks like.
A quick fix - wrap a piece of wire around the cable and hang it from the carbs.
