Most likely not. Personally, I would be too skeptical of any business offers that come through e-mail. They call them SPAM for a reason.

I will make it a point to NEVER do business with anyone who advertises to me through unsolicited e-mail.

No, emails from any lottery site are fake and kind of scam, unless one may subscribe or buy a raffle ticket to enter in the draws. Many people were cheated with those fake lottery mails.
Don't pay attention to those emails, just delete them or search the web for the scam report on that particular Lottery Service.

Oh yes, I've had this scam sent to me before... What I do is, make a fancy e-mail saying "This is the FBI we are investigating a case" blah blah blah... because scam-spam pisses me off sooooo much... I tried to call the FBI on this one scammer in Africa trying to mess with me (even calling my cell phone) THEY DIDN'T WANT TO DO ANYTHING uggggh... so we gotta take it into our own hands
