It likely would not be any safer and possibly would be much more dangerous unless the "super-humans" in question actually did take the time to think about their role in society above and beyond the idea of "I beat up the bad guys."
I mean, vigilante-ism is in fact a felony (aggravated assault anyone??) in most states of the United States, dunno about the rest of the world...
So could we *use* people with cool powers and abilities that transcend those of normal men and women? Of course. But not in the comic book sense of alter egos and ultra-violence. In that sense we already have super heroes of a sort and they are called Special Operatives in the Military, they only need the "cool powers" and a cape really.
What we could use...more realistically, is a way to intergrate these kinds of people into our society so that, say, over-the-top freak acts of God or Man (Hurricane Katrina, 9-11, tsunamis, earthquakes, half-random Arabist dictators, etc.) don't end up costing folks massive loss of life....or so that if such things do happen, we won't *have* a scenario like we have in New Orleans (and/or in Baghdad) where people just go on a rampage because everything has fallen into chaos and death....
You know, superheroism that is less about counter-terror or counter-criminality and more about maintaining civilization against all the random and not-so-random disasters that reality can throw at us.
(of course, I am a fine one to talk, I've started writing a work of fiction about just this sort of thing, how really, superheroics as we know them just don't normally *fit* in our real world with our real--contrary--people, who likely would see a superhuman, as more of a threat and a nuisance than anything...)

With the .... "superheroes" you are mentioning, our life would be worse, miserable, hopeless! As long as we depend on outside help, we are stuck and inactive!
Now, if you would include some heroes, like Hercules, Theseus, Jason, etc., my answer would be different!
Why?
Because those heroes were solving problems, or introduced solutions which changed the root of humankind; they made actions people could and still can not!
For example, Hercules proved that going the proper way might not give us fast and plenty, but will make us better!
Theseus transformed some poor villages into the mighty Athens, using logic and taking drastic measures favoring all and each persons!

In comics superheros are generally people that wear
crazy costumes and fight crime to avenge some
wrong that was done to them in a former life.
If you notice, the worlds in these comic books are never safe
or else the superheros would have no reason to cross dress
and fly through city xyz looking for something to correct.
In the real world, the one we live in, we have superheroes like:
Soldiers, police officers, firefighters, doctors and bartenders.
In truth, superheroes or not, I beleive the world will never be safe,
because if it was, we wouldn't even be here.

Some heros aren't out for the right idea. Example, just last night my friend told me that he had a dream about him possessing super powers. His super powers was simply being able to hop really high, spit out bullets, and swing (literally swing) really fast. He said that he was his younger cousins hero. Well, that's kind of wierd. I don't think the world would be safer if we had superhero's, we do have them. They're called fire fighters, policemen, lawyers, judges, parents, friends, TEACHERS, lovers, children...The people that actually make a different being actually mortal. I believe that the world would be safer if we all would finally realize that no one is dominant over anyone and we accecpted everyone as they are.

Only some of the biggest crimes would be prevented. They couldnt be eveywhere all the time. so, there would still be crime, just less of it. A hero fights for good so they wouldnt fight each other.

They would probably become the criminals and we would have a real problem. How would you stop Superman and Spider man robbing banks?
