Why not? she will get sick of it pretty fast. Just be sure she has good instruction so she does not hurt herself.
A great gift for her would be The Care & Keeping of You: The Body Book for Girls, American Girl Library by Valorie Schaefer,Norm Bendell . It is available from Bath & Body Works for $9.95 and probably from the local public library as well. It is fantastic and designed just for girls ages 8-13, going through all that icky girl stress.
It is the only book my nine year old picks up and reads without being told to. It has led to lots of great discussions on topics I didn't realize were that important to her. And I feel confident knowing that if there is something she is not comfortable asking me about, there is an easy source of reliable information available to her.
If you are worried about "too much information," read it first yourself. I am a fairly straight-laced person myself and I had no problem with it. It is honest, direct, and tasteful.

I would tell her not to shave yet because I did very early and now I have ugly little marks all over my legs! The hair follicles are huge because I started shaving when I was 11! So, I would suggest nair or veet instead of shaving!

Ten isn't too young to start shaving, especially if the hair is thick or coarse. If it's OK with her parents, you can give her some guidance on how to do it right.
Do tell her that once she starts, she has to keep it up. . .forever!
I started developing when I was ten, and my mom adamantly REFUSED to let me shave until I was thirteen! I went through h*** in middle school.

you should ask her the reason why she wants to do it ,if she has a sensible answer or her legs are extremely hairy than you can show her how to shave them the right way so she doesn't cut herself but trust me tell her that when she shaves the hair grows back thicker and courser I'm sure she doesn't want that!

yeah she'll probebly shave a few times after this and then stop...at which point the hair will grow back and she can start at a later age ...but either shave them for her or watch her....very close

what color hair does she have, if it is light then she should wait. I started when I was ten, because of my dark hair. Tell her it only grows back faster.
