You can use KY jelly on your penis for lubrication without a condom. Just don't think that the KY jelly will act to prevent a pregnancy. It won't. It is only useful as lubrication....it does not kill sperm or prevent conception.

Yes, but it will not protect you from pregnancy, sexually transmitted diseases or HIV. If you want to use a condom, use latex & do not use ky jelly or it will fall off. Safe sex is using a latex condom to prevent you from getting multiple types of infections.
