You are allowed a drivers license because you were born on a leap year so you are officially over the age of 16

1990 wasn't a leap year. How the hell were you born on 29th of February? Leap years around you were 1988 ( which makes you 18/4 now), and 1992 (which makes you 14/3 now). Your birth year makes you eligible to drive.

Yes, only Leap Year babies can have a drivers license at four. Well, you may have to get a Permit first, then an actual license.

At least in Spain you have to be at least 18 years old to get driving license so if u r 16 I dont think you will be allowed till u reach 18...

Yes you can, my cousin was born on leap year too. You've been alive 16 yrs anyway you look at it so it doesn't matter.

Yes, they do not go by your age on paper regardless of the leap year. They go by calender years, and you are of age
