Why do you think people say these things?

I am sorry, I meant to write,...sometimes you Hear People.. but hey..maybe the 'Here' will get a better response! My Bad. I meant, Sometimes you 'hear' people say......

because they carry regret.

Usually out of regret or as a defense mechanism to make themselves feel better about some personal shortcoming.
