There are 2 conditions:
1.He can pass it to a team mate if this team mate is on the same line with him or coming from the back and the ball should go on the same line or backward.
2. It will be offside if he pass it to a team mate that is infront of him or pass the ball forward to a team mate even if this team mate is coming from the back.

crystal clear answer to this is no if the player is in front of both the defense and the player with the ball, unless he has made the run from an onside position, starting from behind the defense and running into space then he could be passed the ball

Yes as long as their isnt a defender close behind them,
