I would say, Teen Vogue. Though it has a few articles about celebrity gossip, it is mostly about makeup and fashion, which is pretty much the main idea.
One I wouldn't reccomend is M magazine, too much about celebs and stuff like that.

I think that Teen People, Seventeen, or CosmoGirl are all great choices. They all target a younger audience. Depending on how young you are talking, J-14 is also an option, but that would be more for a 12 or 13 year old. Check out their websites for more information.

There is this new magizine by the editors of seventeen it's called TEEN and it is very good on horoscopes and makeup. The only downside it's seasonal. Personally, being a young teen myself I love that magazine and there is absolutely nothing unappropriate in it.

Seventeen magazine covers all aspects of a young girl's life (from about age 14 and up). For 13 and below, CosmoGirl or ElleGirl is most appropriate.

Depends on how young. Cosmo Girl and Teen Vouge are more for 16+. I think YM is best for 15 and under.
