Trying to overclock using ati tray tools, it says that overclocking is disabled on hardware.How do I enable it

This is a laptop? Nine times out of ten, you can't overclock laptop hardware, nor would I reccomend doing so because the cooling facilities for overclocking in a laptop are not present.
