This is the truest thing I know. Your goal will lead you. First you need access to computers that you can program. These days, a PC and an internet connection are usually available to anyone. If you have these things you have most of what you need.

Were you a good math and science student? A basis in math is something you'll need. The more math and science you understand the greater the opportunity as a developer. From there, wade right in at the local library. You need a first computer language, and my advice is to start with c, then move to c++ or java. There are many decent tutorials available online now. Google is your friend. In the old days language compilers were expensive and out of reach of the average kid. Not so today. You can get the gnu c/c++ compilers off the internet. I personally think that Linux is a great environment for this reason, but if you have windows/xp/osX there are versions for each of them.

After you learn c, take a detour and learn an assembler. With c you learn the most used operating system development language and the foundation of unix. With assembly you delve into how cpu's work, and how higher level compilers actually create programs and how those program do things like pass parameters to functions, use memory, and execute individual instructions. With c++ or java you learn Object oriented programming, which is a very important foundation for most large scale software engineering in the modern era.

Hope that gets you started. You can also use this advice as the basis for seeking out community college or adult education classes that will prime you for college.
