where can i get a new rubrail for 1989 searay 23 ft cuddy , can i install myself?

unfortunate boating accident , the chrome rubrail was rubbed off through the screws

Ouch, Sorry that sounds like some damage you didn't need. I have seen rub rail in my West Marine catalog. Check out West They can help 1-800-BOATING

Jim B has you a place and this is not hard to do. May be Riveted on or Screwed.
