I'm wondering if it is for terrorist concerns, to have a count and picture of everyone who was up at the top in case of an attack on this US landmark? I wonder.

It's either a souveneir photo or for security. Was there like a cool background when you got your picture taken? If yes then it's a souveneir picture. But if you got it taken like right before or right after you went through the metal detector then it is for security.

Who knows. People do the craziest things. The people having thier pix taken might have been trourists. Everybody wants thier picture taken against the famous Chicago Skyline.

That is a souvenir photo! They take it and then when you get to the top, they try to sell you the photo for 15 bucks or something like that. They do it at many touristy places. they figure that since they took the pic already then you should buy it. i never do.

It's a souvenir photo. They also take them at Navy Pier on all the Cruise ships.

That is possible. It is also possible that they do it to sell you the picture.
