Typically, the renter is responsible for basic upkeep of the property (also, it is a condo, apartment or house, the first two don't entail much yardwork). The landlord id responsible to maintain, when requested, the heat, a/c, plumbing, etc. The property should be transferred in livable condition, with appropriate fixtures like smoke detectors, appliances, etc. in working order.
