I can't help you with the ram, you didn't say how much you have now and how much you want. I can help you with the other stuff. Again, I have no idea how large the hard drive you have now is. Some things you'll have to take into account, IF you aren't doing this yourself and I recommend that you do (it's cheaper) and it's a great learning experience.
That being said, if you have a computer that only has USB 1.1 then it's more than three years old. So, I'd just get a new computer. Or get a new motherboard and upgrade the whole lot but your budget is limited and is not much to work with but let's see what we can do.

I can't help you with the memory as one, I have no idea how much you have now, two, I have no idea what kind you would require. And, I assumed this was a desktop. If you could provide some more details...
Also, if you want data transferred to the new hard drive, you could do that yourself OR if you have someone do it for you, be prepared to pay a $30 to $40 data transfer fee.

You will not be able to upgrade all of this on a $200 dollar budget. Though I suggest you upgrade the most critical first.
Ram - You can get a 1GB DDR ram 400mHz for $90 US or a 512 MB ram for $55.
DVD +/- burner will cost you about $69 dollars US.
USB 2.0 extension will cost about $20 dollars US.
So thats about it, say if you get 55 dollar ram, + 69 dollar DVD burner, + 20 dollar USB extension, it will cost $150 ish plus tax. You will not be able to get an extra hard drive that is near decent with anything less that $100 dollars, so if you are looking to upgrade as much as possible, avoid that for now.

well $200 hmm... usb 2.0 you really need that? regular usb works for me just fine
dvd and all that would pretty much chew up your $200 so is that in need?
ram could be a good deal and a good price and save some money doing that. The hard drive is costly too but you can find good deals try office max or office depot or best buy first if they are near you or walmart if you cane get a price of 80 to 150 or so I think that is a good price but you have to watch your money!! well I hope I helped you decide on a attack plan
ram your computer cam alway use if you know how much it can take a bigger hard drive or second hard drive is nice but not needed untill money allows I found that out painfully
I bought a big hard drive for m comfirst computer 20 years ago and I had 8megs of memory in my computer and all my money was gone for upgrades and I could not run hardly anything to stay on the local BBS before the internet. so I would upgrad the ram before anything else!!

RAM mostly. External or Internal DVD Burner, internal are less expensive but you would probably have to take it somewhere. USB 2.0 HDD- how much storage? 20GB, 80GB, external will cost more, but you can install it yourself,
If you get the (recommended) 512 MB RAM, and the DVD burner, Put off the Hard drive or vice versa, and then do some research, wait for sales.
