If you have a Windows XP, then go to control panel, then Sounds, Speech and Audio Devices, then Speech.

If you don't have an XP, then sorry but I really don't know.

As for a website, I have no clue.

All forms of windows do this function just push F1 and read up on the topic This is the best information on how to do it as all versions of windows differ and human interface can be mis understood LOL
