For the same reason Goofy (a dog) CAN talk and pluto (also a dog) can't!!!

That's a good question, I never thought of that, I think it's because If pluto was bigger, pluto would be the owner of mickey, that's how it would come off. Personally I think it's weird that a mouse is bigger than a dog also but This is my best guess. hope it helps. lol

Because mickey mouse is a fictional mouse and he's a character created to resemble a human in a way. And well, dogs are not bigger than humans.
