I used to do this with a cheesy air purifier that relied on negative ion generation for air purification. They called it an ionizer.

We would touch the conductive element, which was giving off the negative ions, for a while and then touch someone's ear. ZZZZap

It really gave a painful spark, especially on soft ear lobes when the victim (my brother) was well grounded. The fun wore off after he started giving sparks back.

When I was a kid, my brother, me and a friend used to play electric chairs with an induction coil. When you buy one be careful in your choice; some of them can give you a dangerous shock. They work like the coil in a car's ignition system; a primary coil with a few turns of wire connected to a small battery through a circuit breaker and a secondary coil with thousands of turns. Every time the current in the primary is turned on or off a high voltage pulse is produced in the secondary. In our game, we'd all talk with American accents. I'd usually be the preacher and give the condemned man words of comfort like "just remember son, you're in the hand of Gad even before they throw that li'l ole switch. " Another option is a lighter with a piezoelectric crystal that ignites the flame with an electric spark. They give a painful shock.

Build an electrphorus. All it is is a metal pie tin with an insulating handle taped to it (a foam coffee cup works well.) Lay it on something you have first charged by rubbing (I like to use a sheet of transparency plastic -- the thing you run through a photocopier -- and rub it with an oven roasting bag you can buy at WalMart). Touch the metal of the pie tin anywhere while it is on the charged plastic. Then pick it up by the insulating handle and go zap people ...

Wait for a dry windy day, take your shoes off, shuffle across a carpet, and go and touch someone.

That's about the best you can do without hurting yourself.
